"KPRA is contributing over 50 percent of the province's own source revenue with its limited staff and we need your support to make sure 100 percent tax compliance to increase fiscal space for the government so that it can have enough resources to spend on public uplift schemes," Director KPRA Abdul Haleem Khan said adding that KPRA values the participation of women entrepreneurs in the uplift of the province which is why it has been focusing on issues of women and it has kept female officers for the facilitation of female taxpayers.

"Our system is completely transparent and if you have any issues relating to KPRA just let us know. We will take care of it," Abdul Haleem said adding that more such programmes will be conducted for the education of the women entrepreneurs.

Former minister and former senior vice president of WCCI Asia Jahangir thanked GIZ and KPRA for arranging the event and said that such events should be arranged for the education of the female taxpayers.

President Women Chambers of Commerce and Industries Shahida Parveen lauded the efforts of GIZ and KPRA for arranging the orientation session and called for more such sessions to create awareness and overcome the gap between government and the private sector. "We understand the importance of taxes which is why we have kept it in prerequisites for salons to get KPRA registration before becoming member of Women Chambers of Commerce and Industries," she said

KPRA is all set to launch a new and advanced version of the Restaurants Invoice Monitoring System (RIMS)

KPRA is all set to launch a new and advanced version of the Restaurants Invoice Monitoring System (RIMS) in eateries across the province to ease tax collection and ensure transparency along with extra features for the assistance of customers and restaurants management. The new RIMS will be launched across the province in the coming month.
KPRA arranged an orientation session for restaurants owners and representatives on its advanced version of RIMS.  KPRA has developed an advanced version of RIMS which will replace the existing RIMS system in restaurants providing several facilities to both customers and  restaurants owners. The owners and representatives of the restaurants were briefed about the silent features offered by the new system. The KPRA senior officials told the participants that it was an introductory session regarding the system and their officials will be available round the year for assistance and any issue.
What does the new system offer?
With the advanced version of RIMS, the  customer can place  online orders for  food, reserve a table at a restaurant, search for the location of a nearby eatery, check the menu, and can place an order for only delivery. For the restaurants, the RIMS offers the complete software needed to run a restaurant conveniently. The restaurants can put their  menus with rates, and pictures, and special deals, it offers the management the facility of point of sale, kitchen management, employees management, online order, daily sale records, sales analysis, and  tax calculation. It offers the option to add multiple branches of a restaurant for the owners and the owner can keep a check on orders and sales of each and every restaurant on his  smartphone through the Application. The owners don’t have to pay any commission to anyone for online orders or spend thousands of rupees to develop and launch the system because KPRA is doing this for them without any charges. Furthermore, the rates of sales tax on services for eateries having the system will be 5% instead of 8% as a gift from the government of Khyber Pakhtunkhwa to encourage automation and ensure transparency.

KPRA meets it annual revenue target

The Khyber Pakhtunkhwa Revenue Authority (KPRA) successfully collected Rs20.8 billion in the financial year 2020-21 achieving all its revenue targets.

Despite the disastrous impact of the Pandemic Covid-19 on the overall economy of the province, the KPRA has doubled its revenue collection since 2018-19 which shows its exceptional performance in these two years.

The KPRA showed 22% growth rate in the overall revenue collection compared to the financial year 2019-20 in the collection was Rs 17 billion.

It is worth mentioning that the Khyber Pakhtunkhwa government had given a huge tax relief package to the business community by slicing down the rates of sales tax on services on 28 different sectors in the year 2020-21. Despite the reduction in tax rates the KPRA still managed to meet its annual targets by expanding its tax net taking it to over 15,000 registered taxpayers.

Every regional office of the authority has showed tremendous progress in meeting their annual revenue and non-revenue targets. KPRA Peshawar achieved 107% of its target in non corporate and withholding collecting Rs160 million more than the actual target given to it. The South Region of KPRA was tasked to collect Rs1.5 billion which it successfully achieved and even managed to exceed the target given to it.

Similarly, the Mardan Region also exceeded its annual target of collecting Rs800 million, while, the Northern Region successfully collected Rs928 million. The KPRA also exceeded the annual target given to it in the collection of Infrastructure Development Cess (IDC). The government had tasked KPRA to collect Rs1300 million in the IDC and it managed to collect Rs1410 million.

Director General KPRA Mr. Fayyaz Ali Shah has appreciated the efforts of the KPRA staff for achieving their targets and thanked the Chief Minister Khyber Pakhtunkhwa Mahmood Khan and Finance Minister Taimur Khan Jhagra for their support and supervision.

“It’s a proud moment for KPRA as we have continued our progress despite challenges posed by the Pandemic. It all became possible due to the vision and guidance of the honorable Chief Minister Khyber Pakhtunkhwa Mr. Mahmood Khan and the guidance and policies of the honorable Finance Minister Mr. Taimur Khan Jhagra," said Fayyaz Ali Shah in his statement.

Advisor to KPRA and Ex-member FBR Iftikhar Qutab passed away in Peshawar

Iftikhar Qutab—a walking Encyclopedia of knowledge particularly of tax policy and tax administration—who was serving in Khyber Pakhtunkhwa Revenue Authority (KPRA) breathed his last on Tuesday evening in Peshawar. He had a heart attack on Tuesday evening and was rushed to hospital where the doctors pronounced him dead.

He joined KPRA as Advisor Tax Policy and Reforms after serving as Chairman Punjab Revenue Authority and Chief Commissioner Inland Revenue/Member FBR and Chief Financial Officer at National University of Medical Sciences. Mr. Qutab has authored three books on social philosophy and contributed in the institutional development of KPRA when he joined the team of KPRA where he drafted rules and regulations for the administration of sales tax on services. Mr. Qutab used to deliver lectures and hold training sessions on tax administration and tax policy in the civil services academies.

The sudden death of the Tax Guru shocked the staff of the KPRA who rushed to his residence after getting the sad news at night as he had a good day with everyone he met on Tuesday. He was a cheerful and charismatic person who always had a smile on face for everyone in the authority. He was always available to provide help and guidance to the staff of KPRA and would always add value to their work. He was an advocate to establishing tax culture in the province and was against heavy taxes. He would used to say, "we shouldn't punish our people, we just have to tax them."

Mr. Qutab had blended with the people of Khyber Pakhtunkhwa and fought for their rights. His death news shocked the Minister Finance Taimur Khan Jhagra who expressed his grief on his Twitter saying, "Qutab sb has been instrumental in KPRA's turnaround, & continually fought for the rights of Pakhtunkhwa in his time with us."

DG KPRA Fayyaz Ali Shah called his death a huge loss to KPRA. "Mr. Iftikhar Qutab was an institution and we were learning from his skills and experience. Such people are born once in centuries," he said in his statement.

Former Director General KPRA Muhammad Tahir Orakzai called him a "thorough professional, honest and a very jolly person. We used to exchange jokes during tough times ..Learnt alot from him...He was a team member with me and worked together for institutional development of KPRA."

KPRA held workshop for public sector withholding agents

The Khyber Pakhtunkhwa Revenue Authority held a training workshop on Sales Tax Withholding Regulations 2020, for Public Sector Withholding Agents in Peshawar.

The training workshop was arranged with the support of Governance and Policy Project (GPP) of World Bank at Pearl Continental hotel Peshawar on Thursday. Additional Collector Headquarters KPRA Fazal Amin Shah gave a detailed presentation on the KPRA Sales Tax Withholding Regulations 2020, to the participants belonging to government departments, TMAs and Authorities.

The KPRA officials including KPRA Advisor on Tax Policy and Reforms Iftikhar Qutab and KPRA Advisor on Financial Management and Tax Audit Abdul Siddique answered the questions of the participants and assured them complete support to ease their work. Fazal Amin Shah in his presentation explained the process of withholding tax by the public sector withholding agents from the service providers. He explained how and at what ratio tax needs to be withheld from a service provider registered with KPRA and a service provider not registered with KPRA. He told the participants that KPRA needs their support and assistance in collecting the sales tax on services from their service providers which is levied under the Khyber Pakhtunkhwa Finance Act 2013 by the provincial government. He asked them to take services only from those service providers who are registered with KPRA and avoid others as they would not be willing to pay the sales tax on services to KPRA.

Advisory Tax Policy and Reforms Iftikhar Qutab shed light on the history of sales tax in Pakistan and told them that Khyber Pakhtunkhwa has huge potential in services sector so the revenue of KPRA can be increased easily but KPRA would need their support and assistance. KPRA Advisor on Financial Management and Tax Audit Abdul Siddique is his concluding remarks said that the aim of the workshop was to sensitize them to uncap the services sector in the province which has potential of more than 60 billion revenue annually. “We can’t do this alone. All the government entities have to work together to increase the tax collection,” he said.

Workshop on KPRA’s Team Mobilization

Workshop on KPRA’s Team Mobilization for Enhanced Revenue Generation held, aimed to boost up provincial revenue.

The Khyber Pakhtunkhwa Revenue Authority (KPRA) on Thursday held a one day workshop on ‘KPRA team mobilization for enhanced revenue generation’ with a specific focus on the role of subnational taxation . The aim of the workshop was to raise the capacity of the authority officials and to mobilize them for more effective efforts.

On this occasion Muhammad Tahir Orakzai in his keynote address emphasized on the  need for broadening KPRA’s team ability to mobilize resources to pay for vital social services. He said that in this respect domestic resource mobilization can rightly become a  tool for generating revenues to support sustained and economic growth in the province. He said that it is essential to identify more taxable services in the province and exploit the same for social service delivery. Generating domestic resources through sales tax on services faces enormous challenges – tax avoidance is rampant, tax collectors faces difficulties in assessment and collection of tax because of noncooperation from tax payers. The improvement in tax administration and widening the tax base, can lead to a significant increase in the provincial tax receipt. DG added that KPRA is generating 64.00 percent of the total tax based Provincial revenue which resulted more trust on the authority. The DG stressed upon the following:

1. To work as team and deploy all resource for the achievement of tax collection targets.

2. To make KPRA a vibrant organization to become a key pillar in resource generation for the province.

3. Facilitation to tax payers shall be the hall mark of the each and every official of the KPRA.

4. To create IT based monitoring of transactions which will minimize the scope of tax evasion, which will enhance the tax collection.

The workshop was attended, amongst others, by KPRA Director Muhammad Tahir Orakzai, Collector Sales Tax Muhammad Yousaf Afridi, Dirctor Admin and HR Arshad Khan Adridi and all other staff including additional directors, deputy directors and field staff.
